Hard drive file usage follows Pareto's Law (The 80/20 Rule) - 80% of the time you only use 20% of the files on your computer. The other 80% of the files that you use only 20% of the time is competing for the space where you get the highest drive performance and slowing your hard drive down.... significantly!
That doesn't mean that you remove those rarely used files. What it does mean is that you need to relocate those rarely used files to the slower section of your hard drive - the inner tracks. In other words, get them out of the way.
